Before submitting a complaint, please read the following carefully. You must create an account or sign in with Google and agree to these terms to proceed.
CaseFort is a private platform. It is not affiliated with, endorsed by, or operated on behalf of any court, government agency, licensing board, law-enforcement agency, child-protection agency, or oversight body.
1. Our Mission
CaseFort is an independent, nongovernmental platform operated by Colorado Resilience. CaseFort has two parts. Your private workspace lets you upload your own records, organize events and cases, and use optional AI tools to help you make sense of your evidence — all privately, for your own use. The complaint registry, which you reach only by choosing to submit a complaint, collects complaints about individuals and systems in family court, child protective services (CPS/DCFS), and related systems (including but not limited to law enforcement, hospitals, and mental-health facilities), and identifies patterns of repeated concern that may support collective action. The registry includes both complaints you have already formally filed elsewhere and informal complaints you wish to record even where you have not filed, or do not intend to file, a formal complaint.
2. What CaseFort Is Not
- CaseFort is not a government agency and has no authority to investigate, discipline, or take action against any individual or system.
- CaseFort cannot provide legal advice, and nothing on this platform should be interpreted as legal counsel.
- CaseFort does not review individual complaints or advocate on behalf of individual complainants.
- Submitting a complaint here does not guarantee any outcome, response, or action on your behalf.
- CaseFort does not and will not represent you in any legal proceeding.
- CaseFort is not an emergency or crisis service. It does not monitor submissions for danger. If you or a child are in immediate danger, contact 911 or the appropriate authorities.
3. Account Requirement & Identity
All complaint submissions require you to be signed in. You may create an account on systemcomplaints.com or sign in using your existing Google account. Your identity is attached to every complaint you submit. This is intentional — it ensures the integrity of the data we collect and protects against misuse of the system. Your personal identifying information will not be published publicly. Please understand that confidential is not the same as anonymous: your identity and submissions may be disclosed if we are compelled to do so by valid legal process, such as a subpoena or court order.
4. Your Private Workspace vs. the Registry
Your workspace is private to you. We do not routinely review your uploaded files or workspace entries, and we do not use your workspace content for registry aggregation. Access to your workspace content may occur only as reasonably necessary to provide, secure, troubleshoot, or maintain the service; respond to your request for support; comply with legal obligations or valid legal process; investigate suspected misuse; or protect the rights and safety of CaseFort, our users, or others. Only when you choose to create and submit a complaint do you contribute to the registry — and the registry aggregates only the structured information you enter into that complaint (such as the name and role of an individual, the type of allegation, and a brief description), never your uploaded files. Deleting or cancelling your workspace does not by itself withdraw a complaint you have submitted to the registry; that is a separate request.
5. How We Use Your Information
Information you submit through a complaint will be used to identify patterns of concern — specifically, repeated complaints against the same individual or system — and to build aggregated, de-identified data that may support research, policy analysis, public education, oversight requests, advocacy, and other lawful collective efforts, and inform reports for independent oversight organizations, researchers, and advocacy groups. CaseFort does not represent individual users, initiate legal action on behalf of users, or include a user’s identifiable information in any legal, advocacy, research, or public effort without separate written consent, except as required by law. We do not sell your personal information or disclose it publicly. We may disclose information to service providers acting on our behalf — including hosting, authentication, payment, security, text-recognition, and AI-analysis providers — solely to provide and secure the services you request, subject to contractual confidentiality, privacy, and security obligations. We may also disclose information if required by valid legal process. Our full data practices are described in our Privacy Policy.
6. Automated Analysis & Artificial Intelligence
CaseFort offers optional tools that use automated text recognition and artificial intelligence to help you organize and analyze the documents and information you provide — for example, extracting the text of a file into a machine-readable aid, building timelines, and, at your direction, helping you draft narratives and allegations. These tools are optional. You are not required to use them to maintain a workspace or submit a complaint. These features run only when you choose to use them. When you do, the relevant contents — which may include sensitive information about you, your children, your family, and other named individuals — are sent to third-party providers acting on our behalf (Amazon Web Services for text recognition and Anthropic for AI analysis) solely to perform the task you request. We use these providers’ commercial offerings, which do not use your content to train their models by default. Where supported by vendor terms and account settings, CaseFort configures these services to prevent your content from being used for model training or service improvement. Vendor terms and configurations may change, and CaseFort will update its policies to describe material changes. Automated drafting reflects the direction and perspective you provide; it is your work product, assisted by a tool, not an independent finding by CaseFort. Automated output may be incomplete or inaccurate, is not a certified or official record, and is not legal advice. You direct, review, edit, and adopt all such output, and you are responsible for verifying it before relying on it or submitting it to any court, agency, or other body.
7. Your Records and the Right to Submit Them
You are responsible for ensuring that you have the legal right to upload or submit any material, and that doing so does not violate any court order, seal, protective order, confidentiality order, or statute. Many family-court and child-welfare records — including juvenile and dependency records, custody evaluations, and records concerning children — are confidential or restricted by law. Do not upload or submit material you are legally barred from possessing or disclosing. CaseFort is for adults only. Do not create an account for a child. Although you may need to reference records concerning your children, do not upload or submit a child’s medical, school, disability, therapy, or similar records unless you have the legal authority to do so and the disclosure does not violate any court order, protective order, sealing order, school-record rule, or medical-privacy rule.
8. No Individual Case Review
CaseFort does not routinely review, evaluate, or respond to individual complaints for the purpose of advising you, advocating for you, or assisting with your individual case. Limited review may occur for platform operation, security, legal compliance, abuse prevention, user support at your request, report review, or other purposes described in the Privacy Policy. Submitting a complaint to CaseFort is not a substitute for filing a formal complaint with the appropriate governing body. You may also file formal complaints directly with the relevant agency, court, or oversight body. CaseFort exists to make those individual efforts count collectively — by aggregating complaints to reveal patterns that no single complaint could reveal alone.
9. Accuracy of Information and Authorship
By submitting a complaint, you represent that the information you are providing is true and accurate to the best of your knowledge. You are the author of every allegation you submit, including any allegation drafted with AI assistance, which you review, edit, and adopt as your own before submitting. You understand that submitting false, misleading, or malicious information about an individual may expose you to legal liability. CaseFort does not independently verify the accuracy of submitted complaints. All complaints are treated as allegations — not verified findings — until independently substantiated, including complaints that have already been formally filed elsewhere.
10. Named Individuals
You understand that you are submitting information about named individuals in their professional capacity. CaseFort collects this information solely to identify patterns of concern. CaseFort does not publish the names of individuals complained about in any public forum, and does not release any report identifying an individual, without independent substantiation, legal review, and human review to prevent re-identification from aggregated data. CaseFort is designed for complaints about professionals, agencies, institutions, and system actors acting in an official, institutional, or professional role. It is not intended for complaints against children, private family members, co-parents, romantic partners, or opposing parties unless the complaint concerns that person’s official or professional role within a covered system. Because some fact patterns are unique, CaseFort cannot guarantee that every de-identified or aggregated data point is impossible to re-identify; CaseFort uses reasonable safeguards, suppression thresholds, and human review before releasing any report.
11. Data Security & Retention
We take reasonable technical measures to protect your information, including encrypted storage and secure transmission. However, no digital system can guarantee absolute security, and by submitting information you acknowledge this risk. When legally permitted and reasonably possible, CaseFort may attempt to notify you before disclosing your information in response to legal process. We retain your workspace data while your account is active and provide at least a 60-day export window if you cancel; CaseFort may offer an optional paid archive feature, but payment is not required to request access, correction, deletion, or export of your data where those rights apply under applicable law. Registry submissions are retained to support pattern identification, and on withdrawal your direct identifiers are removed while de-identified data may be retained using reasonable safeguards. 12. Your Rights
- You may delete files, events, cases, or your entire workspace, and request withdrawal of a registered complaint, at any time by contacting us.
- You may request a copy of the information we hold about you.
- You may update or correct information in your submitted complaint by contacting us.
13. Agreement
By clicking “I Agree and Submit” you confirm that:
- You have read and understood this disclaimer in full.
- You are submitting this complaint voluntarily and in good faith.
- You understand that CaseFort does not review individual complaints, does not monitor for danger, and will not act on your behalf.
- The information you are submitting is true and accurate to the best of your knowledge, and you are the author of each allegation, including any drafted with AI assistance, which you have reviewed and adopted as your own.
- You have the legal right to submit the materials and information you are providing, and doing so does not violate any court order, seal, protective order, or statute.
- You consent to CaseFort using the information you provide in the manner described above, including optional automated and AI-assisted analysis processed by the third-party providers named in Section 6.
- You understand your identity is attached to this submission, will be held securely, and may be disclosed if compelled by valid legal process.
- You are 18 years of age or older.
- You understand that CaseFort records allegations for pattern-identification purposes and does not determine whether any person committed misconduct, and that this complaint concerns a named individual only in an official or professional system role.
